Jornada sobre Prevenção do Tráfico Ilícito de Bens Culturais

Porto, 14-15 de novembro 2024

Recordar a Convenção da UNESCO de 1970 relativa às Medidas a Serem Adotadas para Proibir e Impedir a Importação, Exportação e Transferência de Propriedades Ilícitas dos Bens Culturais, que celebra seu 54° aniversário no dia 14 de novembro 2024, é mais do que nunca fundamental.

O fluxo ilícito de bens culturais permanece o terceiro maior em termos de volume, depois das drogas e das armas. Uma questão cultural, este negócio obscuro que prospera em áreas de conflito, também se tornou uma ameaça à paz e à segurança internacional.

Todavia, em meio século, muito foi alcançado para desenvolver leis preventivas, treinar profissionais, fortalecer a cooperação internacional e incentivar a devolução de obras furtadas ou exportadas ilegalmente. Uma maior consciência sobre os danos culturais, morais e materiais causados por esse tráfico, agora reconhecido como crime de guerra pelas Nações Unidas, é a prova disso.

Com esta jornada, que assinala pela primeira vez em Portugal o Dia Internacional contra o Tráfico Ilícito de Bens Culturais, organizada em estreita colaboração e com o apoio do CITCEM – Centro de Investigação Transdisciplinar «Cultura, Espaço e Memória», da Faculdade de Letras da Universidade do Porto, e da Câmara Municipal do Porto, o ICOM Portugal pretende sublinhar a importância da Convenção de 1970, contribuindo para aumentar a consciencialização, melhorar o intercâmbio de informações e cooperação (incluindo com países não pertencentes à UE) e fortalecer a capacitação e especialização, com a apresentação de novos projetos internacionais relacionados com a prevenção do tráfico ilícito.

Conference on Preventing Illicit Trafficking in Cultural Goods

Recalling the 1970 UNESCO Convention on the Measures to be Adopted for Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, which celebrates its 54th anniversary on November 14, 2024, is more crucial than ever. The illicit flow of cultural goods remains the third largest in terms of volume, after drugs and arms. A cultural issue, this shady business that thrives in areas of conflict, has also become a threat to international peace and security. However, in half a century, much has been achieved to develop preventive laws, train professionals, strengthen international cooperation and encourage the return of stolen or illegally exported works. Greater awareness of the cultural, moral and material damage caused by this trafficking, now recognized as a war crime by the United Nations, is proof of this. With this day, which marks the International Day against Illicit Trafficking in Cultural Property for the first time in Portugal, organized in close collaboration and with the support of CITCEM – Transdisciplinary Research Centre “Culture, Space and Memory”, of the Faculty of Letters of the University of Porto, and the Porto City Council, ICOM Portugal aims to highlight the importance of the 1970 Convention, helping to raise awareness, improve the exchange of information and cooperation (including with non-EU countries) and strengthen training and expertise, with the presentation of new international projects related to the prevention of illicit trafficking. The proceedings on November 14 will be conducted in English, without simultaneous translation. Participation is free, but registration is required by email to direccao@icom-portugal.org.
